Recreational Fishing in the UAE: Gear, Licences and Getting Started

Say the word “fishing” in this part of the world and most people picture the same scene: an older man parked on a breakwater with a heavy rod, a bucket of cut sardine or squid beside him, and a smell that follows him all the way home. Or a small open boat with a few hand lines wound onto plastic bobbins and a wire cage dropped over the side for bottom feeders.

None of that is wrong. It is still fishing, and it still puts food on the table. But it is only half the picture. Over the last decade a different kind of angler has appeared along the shores of the UAE and across the GCC — the recreational sport fisherman. So what actually makes the two different?

1. We go for the thrill, not the freezer

A recreational or sport angler is chasing adventure, challenge and a bit of the unknown. A blank session and a good session are both fine; the point is the time itself, alone or with friends, and the quiet satisfaction of feeding a very old hunting instinct.

That might be an offshore boat trip at first light, or a slow afternoon working your way along a rock wall you have never fished before. Either way it is a way to get close to nature, read the water, and go looking for something you have not seen yet.

2. The gear is light, technical and honestly beautiful

Most of modern fishing is done with equipment that is demanding and good-looking in equal measure.

• Rods are extremely light and surprisingly powerful, and the blank technology moves forward every season.
• Reels are engineering and art in one piece, with the big manufacturers pushing each other on drag, weight and smoothness year after year.
• Lures have replaced cut bait — hard baits, metal jigs and soft plastics on jigheads that leave no smell on your hands or your clothes, and still out-fish natural bait for plenty of species.
• Lines are thinner than a hair and far stronger than the old monofilament we grew up with.

It is hard to picture a fisherman who smells of cologne rather than bait, but that is exactly the image of the modern sport angler.

3. It is the most sustainable way to fish

A true sport fisherman never keeps more than a meal. We are not out there for the fish — we are out there for the adventure, the challenge and the exploration. Most fish are released to swim off, grow and spawn again, and a released fish is worth far more on the reef than in a cooler box.

4. You are in complete control of the bait

This is the part that hooks people for life. With a lure or a jig, you are the one making it look alive. You feel every movement through the rod and the line, and you work to mimic a wounded baitfish or a fleeing shrimp convincingly enough that a predator cannot ignore it.

That instant when the action is exactly right and the rod loads up is the whole reason we keep casting. It is also what keeps you switched on and reading the water for an entire session, instead of waiting on a rod holder.

A new generation on the UAE shoreline

A lot of younger anglers are picking this up, and you can see the difference along the coast. They fish from shore and from boats, they practise catch and release, they carry their rubbish home, and they follow the regulations. Ask one of them a question and you will usually walk away with a spot, a retrieve and a lure recommendation — this community shares.

Licences and the rules: know before you cast

You can fish across most of the Emirates, but recreational fishing is licensed, and each emirate handles it through its own authority:

• Abu Dhabi — recreational permits are issued through the TAMM platform, with weekly and annual options available to citizens, residents and visitors.
• Dubai — Dubai Municipality issues an annual line-and-hook licence for designated coastal areas.
• Sharjah — applications go through the Sharjah Executive Council, with individual and family permits over several durations.
• Ras Al Khaimah — handled by the Environment Protection and Development Authority.
• Fujairah — handled by the Fujairah Environment Authority.

Along with the licence, you will normally get a map of permitted areas and the rules on species, minimum sizes and seasonal closures. Fees, application windows and restrictions do change, so always check the official portal for your emirate before you plan a trip — and keep your permit with you on the water.

Starting out? Keep the first setup simple

You do not need a garage full of tackle to begin. A balanced light spinning outfit will cover most UAE shore fishing:

• A 7–9 ft light or medium-light spinning rod
• A 2500–3000 size reel with a smooth drag
• Thin braid with a fluorocarbon leader
• A small box of soft plastics and jigheads, one or two metal jigs, and a surface lure
• Pliers, a lip grip, polarised sunglasses and plenty of water

Learn that one setup properly before you start adding to it. Confidence in your gear matters more than owning a lot of it.
